Seems as if english is not his primary language, not that I type with perfect grammar or structure either.

I think what he was trying to say was:
Quote:
"Recent research has shown the empirical evidence for globalization of corporate innovation is very limited for 2.5 cyl motors. And as a corollary, the market for technologies is shrinking.

As a world leader, it is important for America to provide systematic research grants for our scientists on 2.5 cyl motors. I believe there will always be a need for us to have a well-articulated innovation policy with emphasis on human resource development.

Does anyone have a 2.5 cyl motor for me? Thank you."

Talking craigslist
I have posted on Craigslist in the past. There is no requirement for literacy prior to hitting the "Submit" button. I can't tell what this person has in mind either and I am skilled in deciphering illiterate speech/writing. I am sure you have seen that net post that shows that we can read a sentence when words are jumbled, the only requirement being that all the letters are present. Well, that doesn't help here. This person is trained in texting (as an example uses "u" instead of "you" for confusion's sake I guess). Nope, I am not going to be able to help. It would have been helpful had that poster even mentioned the vehicle that is shown or where the engine either came from or is going? Duh.
